NYC Staffing Agency License
FirstLight operates under a valid NYC Temporary Staffing Agency license as required by NYC Administrative Code §20-771. All licensing documentation is maintained and renewed annually.
Federal & State Labor Law
Full compliance with FLSA, NY Labor Law Article 6, and NYC Earned Safe and Sick Time Act. All workers receive required notices, pay stubs, and wage statements.
OSHA Safety Standards
All placed workers receive OSHA 10-hour General Industry training. Clients receive site-specific safety briefing documentation for each placement.
I-9 & Work Authorization
Every candidate completes Form I-9 verification before placement. E-Verify enrollment ensures federal work authorization compliance.
Background Screening
Multi-state criminal background check, sex offender registry search, and reference verification for every candidate. Enhanced screening available for shelter and healthcare-adjacent placements.
Workers' Compensation & Liability
FirstLight carries workers' compensation insurance covering all placed staff, plus $2M general liability and $1M professional liability coverage.

NYC-Specific Requirements
Wage Theft Prevention Act
Written wage notices provided to all workers at hire and annually, in the worker's primary language, as required by NY Labor Law §195.
NYC Fair Workweek Law
For hotel clients, FirstLight ensures scheduling practices comply with NYC's Fair Workweek Law, including advance schedule notice requirements.
NYC Human Rights Law
All hiring and placement decisions comply with NYC Human Rights Law, including protections for source of income, criminal history (Fair Chance Act), and all protected classes.
DHS & HRA Vendor Standards
For shelter and nonprofit clients, FirstLight meets NYC Department of Homeless Services and Human Resources Administration vendor compliance requirements.
Paid Sick Leave
All placed workers accrue NYC Paid Safe and Sick Leave at the legally required rate. FirstLight tracks and administers accruals on behalf of clients.
